I have to admit I don’t know what to think of this yet. It doesn’t sound really happy but there a few reasons why this could sound slightly off.

1) The angst whore in me obviously wants it to mean that he wants to be really happy for Kurt but that he is also sad for him leaving.

2) What I think is more realistic, he noticed how awkward his tost in front of Rachel ended up being, maybe he didn’t know yet that Rachel hadn’t received her letter yet, so his “YAY… cheers” ended up less excited and thrilled.
